We decided to enter the market in June of 2022 after the slowdown. New Mortgage Rules: What's Changing in 2025 and How to Benefit
The Canadian government is implementing major mortgage policy changes starting in late 2024, designed to make homeownership more attainable for first-time buyers and tackle the affordability issues in the current housing market. But will these changes offer lasting benefits to new homeowners, or are they just a short-term fix? Let's examine the details and evaluate their true impact.

Key Mortgage Changes to Keep in Mind
1) Increased Insured Mortgage Limit:
Starting December 15, 2024, the federal government will raise the insured mortgage cap from $1 million to $1.5 million. This change reflects the realities of today's housing market and enables more Canadians to qualify for mortgages with down payments under 20%.2) Extended Amortization Periods:
The eligibility for 30-year mortgage amortizations is now expanded to include all first-time homebuyers and buyers of newly built homes. This reform is designed to help lower monthly payments, making homeownership more accessible, particularly for younger Canadians.3) Removal of Stress Test for Mortgage Renewals:
As of November 21, 2024, the Office of the Superintendent of Financial Institutions (OSFI) has removed the requirement for borrowers to undergo a stress test when renewing their mortgage with a new lender, as long as the loan amount and amortization period remain unchanged. This change enhances lender competition and makes it easier for homeowners to secure better mortgage rates.
Impact On Mortgage Financing: What You Need to Know
1) Boosted Purchasing Power With Increased Cap For Insured Mortgages To $1.5 Million
The new policy increases purchasing power significantly, allowing more homebuyers with less downpayment funds to afford more expensive homes. Here's how:⦿ Previously: insured purchases up to $999,999.99 would be obtainable with less than 20% down (ie the minimum downpayment - see below)
⦿ Previously: purchases at $1,000,000 and above required minimum 20% downpayment.
⦿ New Mortgage Cap: insured purchases up to $1,500,000 now obtainable with the minimum downpayment (ie less than 20%)
⦿ Minimum Downpayment = 5% of the value up to $500,000 + 10% of the value above $500,000 up to $1,500,000.
⦿ Example: A home priced at $1,400,000 would have previously required at least 20% in downpayment funds ($280,000). Now, this same home may be purchased with a minimum downpayment of $115,000. That's a difference of $165,000 in downpayment funds required.This policy greatly expands the range of homes available, particularly in high-demand areas like Toronto.
2) Extended Amortization Period
Let's say a first time homeowner requires a $700,000 fixed-rate mortgage at 3.5%. Here's the potential reduced monthly payments with an extended amortization period:⦿ Monthly Payments with 25 Year Amortization: Approx. $3,500
⦿ Monthly Payments with 30 Year Amortization: Approx. $3,143
⦿ Monthly Savings: $357
⦿ Annual Savings: $4,284
⦿ Total Savings Over 5 Years: $21,420This reflects a significant reduction in monthly payments, showing how a longer amortization period can lead to lower monthly payments (albeit a higher overall interest payment).
3) Removal Of Stress Test For Mortgage Renewals With New Lenders...
...Allowing You To More Easily Shop Around On Renewal To Take Advantage of Lower Rates Offered By Competitors.A homeowner currently has a $700,000 fixed-rate mortgage with an interest rate of 5.5%. Upon renewal, let's say comparable fixed-rate mortgages are available at around 3.5%. Here's a breakdown of the potential savings:⦿ Monthly Payments at 5.5% (Past Rate): Approximately $4,300 per month.
⦿ Monthly Payments at 3.5% (Current Rate): Approximately $3,500 per month.
⦿ Monthly Savings: $800.
⦿ Annual Savings: $9,600.
⦿ Total Savings Over 5 Years (Typical Mortgage Term): $48,000.Refinancing to the lower rate could reduce monthly payments by close to 20%, resulting in substantial savings over time.

IS NOW A GOOD TIME TO BUY REAL ESTATE?"Be fearful when others are greedy, and greedy when others are fearful." - Warren Buffet

We all know that early 2022 was marked by low supply, strong buyer competition and dramatic price increases. Like the flip of a switch, higher interest rates have brought favour to GTA buyers.Yet, strangely enough, when home prices come down, many buyers remain on the sidelines. Concerned that it’s not a good time to buy, they end up waiting, and in doing so, further contribute to a decrease in demand and lower prices. Although buyers want prices to fall, the moment they fall they often end up waiting. When the market goes up, we rush to buy before prices increase too much, invariably spurring bidding wars that furthers price growth. Ironically, as the housing market becomes less affordable, many more people actually end up purchasing real estate.While the ‘right time to buy’ is unique to you as an individual, as a buyer in today’s market, you have more strength to negotiate in your favour. It’s no longer a sellers market in many parts of the GTA.The reality is that the decline in home prices we are currently experiencing is not permanent, and eventually the market will turn around. It’s no surprise that the GTA is expanding and people need homes. Immigration Canada is looking to welcome over 430,000 new immigrants each year into 2024 with Toronto being a hotspot.So, the question remains. Is now the right time to buy? Let's examine this from three perspectives:1. Market data

3. The right time is when you're ready1. MARKET DATAIf you’re a sideline buyer who is waiting on your opportunity to make a purchase, here are some key market indicators to pay attention to:1. An indication that the Bank of Canada is done hiking ratesBank of Canada could put rate hikes on pause after September, CIBC says2. Drop in Canada’s five-year bond yield. When this happens, it’s an indication that fixed mortgage rates may drop as well, spurring more buyers to enter the market.5 Year Canada Bond Yield | RateSpy.com

The above chart shows the five-year bond yield trend over the past two years. In August 2022, it dropped from 3.43% down to 3.21%. It’s too early to extrapolate a trend, but an important indicator to keep your eye on.3. Significant decrease in the Sales-To-New-Listings ratio. This represents how many listings listed in a given time period sold within that same period. An SNLR of above 60% signals a Seller’s market. In February of 2022, it was 64.3%. 40%-60% typically represents a more balanced market, whereas below 40% would be considered a buyer’s market. In July 2022, about 41% of new listings sold. The incomplete data for August suggests that about 47% of new listings in August sold. The number of solds to new listings has actually increased in August. It’s tough to say if we’ll get below 40% in the GTA before the market turns around.Note: the SNLR ratio is found by dividing the number of sales in a given month by the number of new listings in that same time period. Home prices, sales and new listings were sourced from the TRREB.4. Increase in Property-Days-On-Market To Sell, or PDOM. This metric is more accurate than the typical Days-On-Market metric. Many listings are terminated after an extended listing period and then re-listed to sell within a shorter time period. The PDOM stat averages out the days on market for that property even if it was terminated and re-listed. The PDOM for the GTA in July 2022 was 29; 11 PDOM in the February 2022 peak. The average property took approximately 163% longer to sell in July than in February.Below are a few indicators that are harder to quantify, yet still hold merit in determining if it’s the right time to buy:5. Majority of purchases are conditional. Look for that ‘Sold Conditional’ marker on active listings. When buyers have more leverage in a slower market, they will often submit an offer conditional on their due diligence (see ‘Return to Good Due Diligence’ below). Less competition often means you’re the only buyer, so sellers may be more inclined to accept a conditional offer.6. Increase in the number of terminated listings and re-listings. When sellers’ expectations are ‘above market’, in other words not in-line with what today’s buyers are willing to pay, it can often result in longer selling periods and successive price drops/re-listings. Several properties on the market today have already dropped their price more than once. Similarly, if a property gets re-listed after a failed offer date, it’s a good sign that buyers weren’t willing to pay what the seller was expecting, or that there weren’t any offers to begin with. Fewer active buyers = less competition = lower prices = your opportunity.7. Volume of Showings. As buyer activity slows, so do the number of people visiting listings. While there isn’t a central repository for showing activity in the GTA, our Brokerage’s booking service provides monthly trends:

Prices: Let’s talk selling prices. Median selling prices, that is. Why median and not average(mean)? Well, averages tend to be less accurate. They are often influenced by extreme values (i.e. very high sales or very low sales that aren’t typical in that marketplace). This can lead to major distortions in your data. The advantage of median as a measure of home price trends is that it is not influenced by extremes and presents the middle point or typical selling price within a data set. This gives you a more realistic view of what to expect.The unconfirmed median selling price in the GTA in August 2022 at time of publication was about $950,000, up from $935,000 in July 2022 and significantly down from $1,210,000 in February 2022. That represents a 22.7% decrease in the median selling price since February, but an increase since July.Are the prices heading back up? Will they drop further? With the expectation of another Bank of Canada interest rate hike in September, prices may cool or stabilize. Again, watch the interest rate hikes as a key indicator of market performance. I expect prices to bottom out in the fall.

Remember that these are still very general stats combining sales of all property types in all neighbourhoods within its corresponding city. They only provide the broad strokes. It also means you may have more options to pick from. With many buyers sitting on the sidelines, today’s market provides an opportunity for the savvy buyer looking for a property at an attractive price.Motivated Sellers: We find ourselves in a unique market moment where those sellers who priced based on yesterday’s prices have been forced to accept that their home may be worth less. In a downwards market, sellers have three options in which to price their home for sale: above-the-market (overpriced), in-the-market (priced in-line with concurrent competition), and ahead-of-the-market (priced below the competition aka priced to sell). Some sellers who missed the 2022 Q1 peak, and who listed just after the start of the decline have experienced difficulties selling. Their list prices are often not commensurate with what buyers are willing to pay in today’s market, and this often results in a terminated listing or a series of price drops. This may present an opportunity to a buyer to obtain a property well below early 2022 market values and potentially even below today’s values.Return to Good Due Diligence: Back in early 2022, we all saw the news reports of disgruntled buyers who bought properties without a home inspection only to discover serious deficiencies after taking possession. That super heated, super competitive market had buyers submitting firm and binding offers with little to no due diligence conducted. Unless your agent encouraged pre-offer inspections and mortgage pre-approvals, buyers were taking great risks to secure a property. The tides have certainly changed, providing buyers more leverage and more time to conduct their own due diligence.A conditional offer is one in which the buyer and seller enter into an accepted Agreement of Purchase and Sale that is contingent upon fulfilling specified conditions that were included for the benefit of a party. For example, an offer conditional on home inspection provides the buyer the opportunity to have a professional inspection conducted. If the buyer, in their sole and absolute discretion, is unsatisfied with the inspection report, the buyer has the right to terminate the agreement and obtain his/her deposit back in full. The same goes for other conditions, such as mortgage approval, status certificate review and lawyer review of your agreement. This provides an amazing opportunity to the buyer and one that was rare in the early months of 2022.Higher Borrowing Costs: It’s important to remember that affordability isn’t just about the price of a property. It’s more about what it costs you each and every month. Take the following as an example:A $1,000,000 mortgage in February 2022 at 2.5% interest would have cost about $4,500/month.That same mortgage is worth roughly 20% lower at today’s value of $800,000. At about 5.5% interest, that same mortgage will now cost you approximately $4,900/month.So, while home prices have come down, and your principal balance on your mortgage may actually be less, your monthly payments are $400 higher. On a conventional mortgage, the increase in interest rates results in more of your monthly payment going towards interest, while less makes its way towards paying your principal balance down. For those non-cash buyers relying more on financing, affordability hasn’t actually improved a great deal. However, even with the rate increases, rates are still historically low when compared to the 13-14% interest buyers had to pay in the 1990s. For cash buyers, or those relying on lower financing amounts, your purchase price will be significantly lower than what you would have had to pay for the same property in early 2022.Tough To Time The Bottom Precisely: So, you buy something in today’s market at a great price. A week later, the BoC hikes the overnight rate 1% and your property value drops another 5%. You’re distraught. Don’t fret, so long as you have a long-term time horizon before selling. In time, your property value will most likely increase above what you paid. This is also true if you mistimed the bottom of the market and waited just a bit too long to purchase - long-term, GTA real estate has been very lucrative.3. THE RIGHT TIME IS WHEN YOU’RE READYTiming the bottoming out of the market can be tricky. It’s often difficult to know precisely when the market has hit rock bottom before it starts to rise again. By the time the media reports on this, the market has likely already switched directions. The reality is that timing a purchase or sale can’t always be based on how the market is performing.My real estate practice balances a careful analysis of market performance with the unique needs of each and every one of my clients. I encourage my clients to take a more practical approach to purchasing or selling. The right time is when your financial and personal needs warrant a purchase and/or sale. Afterall, and for most buyers, you plan to live in your investment for a long time. It’s no secret that, long term, GTA real estate has proven to be highly lucrative.If you’re selling and buying in today’s market, the most important thing to remember is that it’s only the difference that counts.
